(image-type-header-regexps): Change element format
to include third item NOT-ALWAYS.
(image-type-from-data): Handle new format.
(image-type-from-buffer): Handle new format.  New arg INCLUDE-MAYBES.
(image-type-from-file-header): Pass t for INCLUDE-MAYBES.
